In Johannesburg British chairman Ivor Richard met with South African Prime Minister Vorster after discussions with Ian Smith failed to move Rhodesia toward a black led transition. Richard proposed an interim government headed by a ministerial council likely to be dominated by blacks with Britain appointing the council chairman and controlling police and army.
Senate investigators say the EPA cannot guarantee Americans protection from poisonous pesticides due to chaos in the agency. The 10 month study led by Sen. Edward Kennedy urges reforms while EPA Administrator Russell Train admits mistakes but rejects claims of secrecy and rule violations.
