Moscow AP reports Andrei Sakharov replying to President Carter by urging immediate intervention for three ailing dissidents. Carter had promised to use his good offices to seek the release of prisoners of conscience.
Israeli officials call President Carter or the US stance a key irritant in the early administration. Egyptian leader Anwar Sadat praises the ban as great statesmanship and a positive step.
The State Department declined comment on a Washington Post report that the CIA secretly funneled millions to King Hussein of Jordan over two decades. White House officials had no immediate reaction. The Post said President Carter ordered the payments halted after learning of them. The CIA allegedly began funding Hussein in 1957 when he was 21.
Washington reports the House Senate Atomic Energy Committee is dismantled and Rep. Morris Udall of Arizona, chairman of the House Interior Committee, signals skepticism toward civilian nuclear programs as the panel absorbs much of the former joint panel's jurisdiction.
The House Ways and Means Committee approved the bill 26 to 8 as it moves toward House action. It includes a $50 rebate for most Americans and a permanent tax cut, with new flat standard deductions and altered marriage penalties benefiting low income taxpayers.
The Labor Department reports consumer prices up 0.8 percent in January led by stronger food and fuel costs. Food prices rose 0.9 percent, groceries climbed across staples, while services and commodities gained 0.9 and 0.7 percent respectively. Real earnings fell 0.5 percent from a year earlier.

A per diem cut for regular meetings failed on a 4 to 11 vote as members weigh cost and oversight. The body also discussed TV station funding, energy surveys, and several grant requests.
