The Federal Energy Office says February allotments may differ by state with Maine at 77 percent of two years prior and Minnesota slightly above its February 1972 level after a 3 percent hardship set aside. Officials expect March distribution to equalize as the program takes effect.
Striking independent truckers said they would recommend acceptance of a tentative agreement reached with government negotiators in Washington to end an eight day violence plagued shutdown. Ratification could take 48 hours or more and drivers were urged to stay home and avoid further violence while the ICC was expected to announce a temporary surcharge to allow rate raises.

The school board changed half day kindergarten to full day on Feb 4 to align bus routes and save about 35000 yearly in transportation costs. Rose Fagerstrom led a new parent group Concerned Parents for Education which plans a special board meeting to protest and seeks greater parent involvement.
In a Wednesday interview Mayor Todd Jansen denied a Tuesday Pioneer story created a false impression about City Council actions. He said no city hall plans exist beyond preliminary sketches and a three member committee can spend only for those studies until funds priorities are set. He noted federal revenue sharing funds may fund upgrades after priorities, stressing economic growth and industrial park utilities as top aims. Pre council meetings are open to the public but do not permit participation until the regular session.
AIM leader Russell Means predicts he will win the Pine Ridge tribal election despite limited campaigning due to his ongoing federal trial in St Paul. He faces incumbent Richard Wilson, who campaigns across the 22 districts of the vast reservation as Means rallies in Porcupine, Wounded Knee, Red Table and Oglala.
