Wisconsin laws published May 27 1861 authorize counties and towns to levy taxes for assisting volunteers and their families. The acts create state and local funds, set audit and reporting duties, authorize governor to raise up to six regiments, outline pay, uniforms, and oaths, appoint paymasters, and provide civil process exemptions for enlisted volunteers.
May 27 1861 act provides pay to members of three month volunteer companies discharged before muster into US service due to extension to three years. Requires muster rolls sworn by officers, warrants issued by Secretary of State, funds from War Fund, and effective upon passage and publication.
Published May 27 1861 the legislature votes to charge all expenses of the May 15 1861 special session to the war fund and appropriates sufficient money from that fund to cover expenditures the act takes effect upon passage and publication Approved May 27 1861
May 27 1661 extra session acts amend sec 5 chap 4 to provide a military force for immediate service to aid in protecting the Constitution and the Union. The act inserts after provided the words after having been mustered into the service of the state 3 months. It takes effect upon passage and publication.
Published May 27 1861 the act empowers the Governor to employ clerks and messengers for public needs. State officials may receive reasonable compensation and the Governor may requisition funds from the Treasury through the Secretary of State. The act becomes effective on passage and publication. Approved May 25 1861.
