In Philadelphia on February 13 1855 substitutes for enlisted men did not receive the government bounty and principal substitutes were excused from draft. Representative recruits residing in Philadelphia or credited to halt city incoming drafts may enlist by mail as of the current enlistment perfected. Major General W. Hanco ge announces the procedure.
