General Sigel Orders Arms Surrender in Department

General Sigel issues a strict order across his department forbidding residents south of the Baltimore and Ohio Railroad from keeping or bearing arms unless they belong to the state militia. All loyal or disloyal individuals must surrender arms to the nearest military provost marshal with names attached for safekeeping, with arms sent to Harper's Ferry or Charlestown.
