High Tides to Persist Along Baytown Coast
Baytown Civil Defense director J Fletcher Hickerson says tides remain about 3.3 feet above mean sea level at high tide. Water covers some streets in Brownwood and Cedar Bayou areas as persistent easterly to southeasterly winds drive higher levels for several days. A second, weak tide starts today and will grow, partially cancelling the first, though levels are not dangerous.

Nixon Signs Draft Extension Aims for All-Volunteer Force
Secretary of Defense Melvin R. Laird says this may be the last extension of the Selective Service Act except for standby machinery as the Nixon administration races to a volunteer force by mid 1978. Friedheim projects two to three weeks to gear up for inductions from a pool of college graduates whose draft deferments expire in June. Nixon signed the extension bill after a three party fight and ordered a $2.1 billion annual pay raise delayed until after the wage price freeze ends.
