Baytown Defends Mobile Home Fee as Service Charge
City council and city attorney insist the annual 35 dollar or semiannual 15 dollar mobile home fee is not a tax but a service charge for inspections and safety. They say without the fee, costs would fall on all taxpayers and action against nonpayers will wait for an open meeting to inform residents. As of Tuesday 157 permits issued, about half the estimated number of mobile homes in Baytown. A petition from park owners seeks to challenge the ordinance at the biweekly council meeting Thursday.
