Baytown Adopts Impact Fee Amid Growth Plans
The Planning and Zoning Commission approved a 2 243 45 per home impact fee with higher rates for larger structures despite objections from developers. The measure aligns with an updated water and wastewater capital improvements plan forecasting land use through 2012 and 2025. Staff and PBS J prepared the document, noting growth especially in the northeast quadrant. Commission members refined comments for Council, and debated whether to raise the fee later. Some members questioned the plan’s assumptions about reducing wastewater inflow and costs recovery versus attracting development. The fourth wastewater treatment plant is slated to open in late 2008, with growth now projected at about 2 percent by 2012. In other business, Floyd proposed a new thoroughfare plan, noting the current plan is inadequate.
