Road work on Ward Road blocks Tenth Street as crews lay drainage lines linking the detention pond north end to storm sewers near Beau mont Street west of State Highway 146. Planned future work at State Highway 146 will cause temporary closures. Rainfall runoff will channel water into the pond once finished.
City Manager Fritz Lanham outlined $193 million in city county and state projects for Baytown over the next two years to boost growth and livability. Major item is a $107 million Ship Channel Bridge on Highway 146 named for former Baytown Sun publisher Fred Hartman with a Nov contract. County projects total $13 million and include North Main Street expansion and esplanade removal. City aims $13 million in improvements including $8 million for the central sewer district funded partly by a federal grant. Bond funds finance most initiatives as the budget maintains 59 cent tax rate. water and sewer charges rise $3 and brush pickup shifts to every six weeks.

The St. Louis encephalitis infection has been confirmed in a 74 year old Baytown man who died Sept. 11 at Gulf Coast Hospital. The case marks the second Baytown area fatality from SLE with low risk to others. Linda Forys of the Harris County Health Department confirmed the diagnosis while withholding the name. The patient was hospitalized from August 12 to 13 and again from August 24 to September 11. He had been in poor health for some time and died of sepsis, a bloodstream infection, rather than a direct citation of SLE. Friends described a frail man who largely stayed at home until illness worsened.
In a near 14 hour closed door session in Austin negotiators from the House and Senate agreed to a 510 million dollar spending cut for 1987. The deal, reached after a three day deadlock, drew one dissent from Rep. Mike Toomy who said cuts were not deep enough. Chief House negotiator Rep. James Rudd said the figure could help passage of a tax bill, as members demand at least 500 million in reductions.
