Reapportionment Has No Guidelines Say State Lawyers
State lawyers argue the legislature lacks guidelines for reapportionment and cannot safely redraw districts until the U S Supreme Court acts on similar cases. The revised answer, filed at a pre trial hearing, contends Congress lacks jurisdiction and that the suit seeks only to strike down current district lines and bar state officials from acting. The case, set for Sept 23 before a three judge panel, could shift urban rural balance and potentially gain or merge districts in Harris County.
