Lawsuit challenges Baytown election under state code
Baytown city attorney Ignacio Ramirez said ATS sought a temporary restraining order to block certification, arguing the initiative is a referendum. The judge rejected the order though a future injunction hearing could occur as early as Friday. The suit also claims the election violates the Voting Rights Act and would dilute minority voting strength, with Justice Department review allowed for up to 60 days.
