Freeways Vote Tests Harris County Financing Plan
Harris County voters will decide Sept 17 whether to authorize a freeway fee equal to one third the cost of a state license to fund rights of way for a countywide expressway system. Officials say $40 million in land, $14 million already allotted for construction, and bonds would back the rest, with trucks capped at $30. The plan, praised by many as fair and economical, would shift the burden to motorists as traffic is projected to grow by 4.8 times by 1985.
