The Baytown council unanimously approves a 218 million dollar budget for 2020 2021 with no water or sewer rate increase and plans for more than 190 million in capital projects including 40 million in COs for infrastructure. The plan raises homestead exemption to 60000 from 50000 and adds 3 percent raises for non civil service staff while cutting 250000 from sanitation transfers.
