Senator pushes state income tax to fund Texas schools
El Paso hearing features Sen. Eliot Shapleigh arguing for a state income tax paired with property tax relief. He contends the Robin Hood plan is not broken and cites limited alternatives to fund growing enrollments. A constitutional provision would require a statewide vote on an income tax with two thirds directed to property tax relief and the rest equitably shared among districts.

Robert Durst testified at his murder trial that a 71 year old neighbor Morris Black briefly struggled for a gun that went off, firing into Black’s face. Durst said he feared being shot and that Black was holding the gun toward him when it fired. Durst recalled their March 2002 friendship, shared whiskey, and Durst giving Black a key to his apartment, noting Black’s reckless behavior including two gun firings in the residence. Durst said he retrieved the key, hid the gun in the oven, and told Black not to return.
