UN Security Council backs Iraq aid push in Madrid donors debate
The Security Council unanimously adopted a resolution to attract funds and support for Iraq reconstruction and independence. France Germany and Russia joined, but rejected new military or financial aid. The plan authorizes a multinational force under US leadership and calls for pledges at the Madrid conference on October 23 24. Powell hailed the vote as a great achievement though warned it does not open the door to troops.
