Heather Capen, 35, admitted the vehicle wasn’t stolen and had been damaged by someone she knew. She had already located the car with flat tires at a Baytown apartment complex. Capen faces charges for filing a false report and is a suspect in another theft from Thursday.
A police stop in the 6300 block of Garth Road led to the arrest of Rodney Joiner on theft and evading charges after a woman and another man fled. Earlier, a separate shoplifting incident at Ulta involved two hair dryers stolen. a 22 year old was subdued with a Taser and charged with theft and evading on foot. The suspect, Riky Lucatero of Baytown, also fled on foot before being detained.
A passerby at Baytown Municipal Court drew police attention when a license plate check tied a parked trailer to a stolen vehicle from Montgomery County in 2006. No charges are expected. A separate burglary at a North Main Street dollar store failed after the roof entry triggered an alarm. Tools worth about $1,000 disappeared from Windy Lane after owners say friends sold them. A stolen truck and trailer were recovered near Highway 146 in the afternoon.
