Philadelphia Governor Race Becomes Name Calling Contest
The Philadelphia race between Milton J. Shapp and Raymond F. Shafer is marked by personal attacks and invective rather than issues. Shapp promotes higher education and a $1- to $7-billion bond plan while Shafer defends Scranton record and brands Shapp as power hungry. Polls show Shafer leading but Shapp gaining ground as voters remain undecided.
