The Taft Hartley act bans closed shops, which historically existed in the ITU and its Chicago Local 16. The NLRB in 1949 found ITU and Local 16 violated the law and ordered an end to the policy and threatened strikes. The Seventh Circuit affirmed in 1951. The Chicago local was also found to have refused to bargain in good faith.
