Drenching rain with poor drainage area flooding spreads northward along the Atlantic Seaboard today. An area of snow and flurries swings eastward through the Midwest. Much of the West remains dry.
Storm planners reflect on busy season as New Orleans and Houston avoided past evacuation errors. 2005 Rita showed costly, crowded routes with hundreds of deaths. Ike prompted targeted orders. many left Galveston area and evacuated northward, while others sheltered in place. The 2008 season produced 16 named storms and five major hurricanes.
Texas faces rising costs from Hurricane Ike and Medicaid enrollment as the $11 billion surplus shrinks. Lt. Gov. Dewhurst and Speaker Craddick warn that Ike and Medicaid growth could consume up to $3.2 billion of the 2008 2009 budget, with total Ike costs running past $15 billion though federal aid may cover most. Legislative session begins January 13 with Comptroller Combs to release official revenue estimates January 12.
