Baytown Parks and Recreation director Scott Johnson says rain delays slow progress on Texas Avenue as crews lay decorative pavers, concrete, and grass squares. The Town Square project with an ice rink is on schedule with ice making to begin Wednesday night and Thanksgiving day off for staff.
