Loan Shift To Private Sources
Washington AP report on Congress authorizing the president to shift 4.2 billion in government loans to private investors within a year. The Senate approved the measure 50 to 20 after minor House changes, with 47 Democrats and 3 Republicans for it and 318 Republicans and 2 Democrats against. The House Ways and Means Committee weighs a ceiling, while a senior Republican said the transfer makes any ceiling meaningless. The Treasury seeks to raise the debt limit from 328 to 332 billion, with action required by June 30 to avoid a drop to 285 billion. Byrnes and other Republicans argue the authorization is borrowing not debt, Democrats say it broadens a 10-year-old Eisenhower plan. Proceeds would reduce appropriations and move toward a balanced budget. interest costs may exceed straight Treasury borrowing. The transfer covers about 10.8 billion in loans. administration plans only 4.2 billion moved next year. Deficit for year ending June 30 projected at 3.9 billion.
