Harris Grand Jury backs jail and farm bond plan
The Harris County Grand Jury Association voted to support both a 2 million dollar county teen farm bond and an 8 million dollar bond for an expanded downtown jail and criminal court building totaling 85.5 million, with opposition from some who favored a prison farm only. Warden Jack Kyle cited literacy issues at Ferguson Prison Farm while Captain William Bond urged consolidating county jail operations at a prison farm.
