Connally Wins Anti Loan Shark Curbs In Texas
Final passage sent the loan curb measure to Governor Connally for signature. The bill regulates loans under 1500 dollars, creates a state regulator, and raises interest limits, ending one of the era’s hard fought legislative battles. The Senate approval came by voice vote after a nine minute conference committee report, with 13 senators voting for passage and no opposing votes. The measure replaces the 1890 cap and allows higher rates for small loans within set limits.
