City considers survey and bond plans for civic center site
Council discusses abandoning the plant site and using the civic center tract as a potential new location. An engineering firm will be hired to prepare capital-improvement plans financed by bonds approved on March 6. A survey to determine tidal high point is debated, with Andy Braswell urging its necessity and Barnes noting much of the 29 acre tract may be suitable. Mayor Carvey proposes consulting architect Lowell Lammers on timing, as the city holds an option to buy the site for about 120040 dollars, with 9600 dollars paid as an option credit.

City Attorney George Chandler said legal aspects can be reviewed if the application is mailed. The anti poverty program, funded through the U S Labor Department, would employ Baytown youths via the schools program at about 1 225 an hour.
