West Virginia voters delivered a decisive victory for Senator John F. Kennedy over Hubert H. Humphrey in the Democratic presidential primary. Humphrey conceded at 1 08 am Eastern. Kennedy now stands poised as the frontrunner for the nomination.
X ray counts were logged for Tuesday at Horace Mann 702 and Carver High School 445, and Monday at San Jacinto Memorial Hospital 173. Saturday's Henke and Pillot stop yielded 588 rays. Plumwood Garden Club installs officers Thursday at 10 a.m. at Mrs. M. E. Rhoden's home. SUE FRAZIER, home from Sam Houston State College, elected treasurer of Tau Beta Sigma and vice president of Sigma Alpha Tau for next year. Mr. and Mrs. Ralph Bozarth had a private audience with Pope John XXIII at the Vatican. they tour Europe and expect to return in three to four weeks for Kennedy’s Democratic nomination bid. Kennedy leads in West Virginia with 173,113 to Humphrey 106,893 after 2,059 of 2,750 precincts reporting. Humphrey appears dour as results unfold. Kennedy forecast to win, with plans for further campaigning in Maryland on May 17.

K R Dailey, manager of employee relations at Humble Oil and Refining Co in Houston, will speak to the Baytown Kiwanis Club at a Thursday luncheon in the Tower. He will highlight Humble’s Baytown Refinery growth and community involvement over four decades and note employee participation in chamber of commerce precinct meetings and civic life.
In Washington AP report, a 24 member Democratic advisory committee urged a return to Roosevelt Truman era farm programs to win votes. They propose restoring price support to 90 percent of parity and tighter crop controls to curb surpluses.

Washington AP reports US experts analyzed a Soviet air base photo released by Moscow. They estimated altitudes and concluded the aircraft likely are obsolete B-23/TU types, suggesting the image may be old or the Soviet force still clings to piston bombers amid jet developments.
J M Hollis Construction Co of Pasadena was the low bidder for a new 20 unit housing project to be built by the Housing Authority of the City of Baytown on Miriam Street near Barrymore. Nine bids were received, all under the $21,000 estimate and closely bunched.
