Amendment 3 on May 18 Ballot Welfare Funding Debate
Betsy Webber surveys Amendment No. 3 proposed for May 18 1971 to lift the constitutional ceiling on total welfare spending. Proponents say it ensures continued payments to the aged disabled and blind and sets a $55 million cap for dependent children and caretakers while federal takeover looms. Opponents warn of rising costs and delayed reforms, with calls for broader welfare overhaul and tighter Texas caps.
