Texas House approves sales tax based school finance bill

The Texas House approved a revised school finance bill funded by raising the sales tax from 6.25 to 7 percent and raising cigarette and sports ticket taxes. Critics say the plan falls short of funding needs for more than 1,000 school districts amid opposition to a payroll tax and slot machine expansion. The measure would also lower property taxes for school operations and extend the sales tax to newspapers and other items. The Senate will consider its own proposal before a conference panel finalizes a bill.
