Senate OKs bill blocking city air pollution rules

The Texas Senate tentatively approved a bill that would bar cities from enacting ordinances to regulate air pollution originating outside their boundaries. The measure by Sen. Mike Jackson would prohibit municipalities from enforcing nuisance rules to address pollutants that cross into their areas, curbing Houston's push to fine area plants.
