Garland O Costilow of Baytown is in very critical condition after being pinned under an overturned car on Highway 137 in heavy fog early Sunday. Two fellow Baytown men in the same car sustained serious injuries and were hospitalized. The collision involved a northbound car driven by Charles McBride Knight of Houston. Knight and Fuson, the other driver, both tried to avoid the crash by swerving west. Knight is at Jacinto City Community Hospital with a fractured right ankle. Costilow required five blood transfusions and surgery, with reports indicating head and chest injuries and possible skull fracture. Deputy Henry said 20 men freed Costilow from the wreckage.
In Austin, Sen. Aikin urged action on a bill to raise the base pay for Texas public school teachers from 2400 to 3000 dollars annually. The Legislature's conference committee pressed a cross chamber bill totaling about 166 million dollars, while the House proposed 6 million less for state government services. The issue faces approval in both houses before sending to Gov. Shivers for signing. The Texas State Teachers Association warned many teachers may quit if the minimum is not raised. The Laguna Madre net fishing ban in Cameron county drew House attention as well.
Flaming Arrow patrol of Boy Scout Troop 68 topped the two day East Harris Field Meet at Camp Reber with 317 points. Troop 68 is sponsored by Tri-Cities American Legion Post, while Indian Patrol of Troop 255 placed second with 312 points. About 160 boys from 13 troops and 26 patrols took part, with 5 adults assisting. District Commissioner J F Rhodes and Tracht chaired the event. Wy Strick Jerz presented awards.
At a regional meeting of the National Oil Coalition Council in Baton Rouge delegates from Gulf Coast oil workers unions stressed regional solidarity and information sharing. J W Hayes of Baytown Employes Federation outlined actions, with Lindsay Walden and E Phelps discussing industry-wide bargaining and benefits strategies. John OReilly owner of a North Main drive in grocery and ice house was treated at San Jacinto Memorial hospital after a Sunday night collision at West Texas and Hemphill. Mrs Billy Nunez also treated at Tallie-Doke hospital. Patrolman Bob Adkinson reported OReilly attempted a left turn when his car was struck by the Nunez vehicle with Nunez as passenger in the car driven by her husband.
In Freeport Texas a 20 year old mother, Mrs Brice Clawson, was killed at her birthday party in the Wilfree trailer village near Clute. A roofer named R L Douglas killed her with a shotgun then died himself in his trailer, apparently by shooting himself. George Breck justice of the peace reported Douglas demanded Mrs Clawson come out and she was struck by a shotgun blast as she stepped to the door.
Houston leaders back a constitutional amendment to let large cities annex adjoining areas without local consent. Mayor Ward and City Manager Middleton traveled to Austin to lobby legislators. If approved, Houston could annex Baytown region, affecting Baytown and surrounding areas.
House leaders opened debate on the tidelands bill giving title to states, with supporters arguing for fair access to outer shelf resources and opponents calling it a federal resource grab. The bill mirrors a Senate measure, as both seek state title to offshore lands beyond historic boundaries amid ongoing conflicts over federal versus state control.
