After a month delay the nine mile stretch from I 10 near Mont Belvieu to FM 1405 will open Tuesday as a free toll road. The $49 billion project is part of a $5.4 billion plan with 180 miles left. Spokesman Marc Shepherd cited normal construction delays and expected economic growth for the area. The tolls will begin in September.
