FOIA delays deepen as backlogs rise across agencies
An Associated Press analysis of 250 annual FOIA reports from 1998 to 2005 shows backlogs growing in most agencies, with 147,810 requests pending at the 15 executive departments in 2004, a 24 percent jump from 2003. The National Archives averaged 1,631 days to review certain requests, while FBI CIA and Defense reduced full disclosures. Congress and the White House issued steps to speed processing, but missing deadlines and a culture of secrecy persist.
