Highlands Water District advances bond vote plan

Harris County Water Control and Improvement District No 1 directors hired Norman A Palmer of Houston as fiscal agent to draft an order for a bond election. Voters have defeated six bond issues since 1970, so the district split into four sections to educate residents and gather feedback on financing options for sewer collection improvements. Plan I would cost about 2 million dollars, with $600,000 to $1,000,000 from federal funds and a monthly bill impact of about 4.25 dollars.
