The goal is to train 15,000 new teachers by 2020 and upgrade programs in hundreds of districts, addressing a rising national concern over math and science education levels.
The Cedar Bayou Colored Elementary School in Chambers County evolved from a waterless, one room facility to a community well supported institution. Victoria Walker led as principal and teacher, created basketball band and choir programs, organized a PTA, and taught adults at night. The school was renamed for her in 1951, and she later became the first black teacher at Stephen F. Austin Elementary after Goose Creek Goose Creek and Cedar Bayou districts integrated.
