Perry overhauls Texas Youth Commission oversight move
Governor Perry announces major changes at the Texas Youth Commission focusing on investigations of sexual abuse in state facilities. He taps an outside investigator, orders an acting director to work with auditors, and pledges a long term rehabilitation plan to rebuild the agency from the ground up. Senate pressure had sought a conservator and oversight.

Texas Youth Commission chair faced over 2005 abuse report
Gov. Perry ousted Alfaro as TYC chairman amid allegations of a cover up of a 2005 Texas Ranger investigation into sexual abuse at the West Texas State School in Pyote. Whitmire disputed Alfaro’s claims of knowledge and noted confidential documents and delayed board access. Multiple investigations loom as Perry considers a conservator to take over the agency. Alfaro, Baytonia’s longtime mayor, had served since 1995 and was chair since 2004.
