Baytown voters face a March 6 vote on a $5.71 million capital improvement plan, including $200,000 earmarked for a new city hall. The plan also covers a civic center with recreation facilities, with a majority needed on any subset. City officials discuss site options and voter eligibility rules, while a fall on the city hall stairs injured City Secretary Edna Oliver.

Perry Britton was elected president of the Baytown Chamber of Commerce at a Monday night board meeting. He has been first vice president and president of People's State Bank, with a long Baytown career starting as a teller in 1946 and becoming president in 1965. Britton, a Sam Houston State College and Oklahoma alum, lives at 22712 Utah with wife Nan. He is active in St Mark's Methodist Church and Goose Creek Country Club, and serves on multiple boards. New officers include Bruce Ramsey and Homer Wilson. Installation set for March 25 at Goose Creek Country Club.
Prospective candidates must file by 7 20 p m Wednesday at a board meeting in the administration building to appear on the April 3 ballot. Twelve candidates have entered the race including incumbents Dr J Horeczy and A R Bert Stark for positions 6 and 7.
A Tikstery-wall Atlas-Centaur rocket exploded on its launch pad at Cape Kennedy as it prepared to lift a Surveyor spacecraft toward a lunar landing rehearsal. Flames, smoke, and debris filled the air while the blockhouse crew of about 86 took shelter, with no injuries reported.
Harris County Commissioners Court weighs bids for new county cars for the commissioners and the judge. State law caps annual spending on commissioners cars at 2000 dollars. the judge’s car is funded from the county general fund with no limit. The court mulls a 1955 Buick Electra bid for Commissioner EWA Squatty, as Judge Elliott contemplates trading a 1963 Buick for a near 2000 dollar Chevrolet.
Texas lawmakers resume work on two major items women's rights and criminal code revision. Rep. Paul Floyd seeks 100 House votes for equal protection amendment while Sen. Dorsey Hardeman leads a broad criminal procedure revision in the Senate.

Galveston AP reports West Gulf Coast docks idle on the 51st day of a longshore strike despite a four day old contract agreement. Masse urged workers to stay out until the Atlantic dispute is settled, delaying ratification of the West Gulf pact. Reynolds in Galveston urged quick ratification while clerks and checkers in Galveston and Houston awaited terms.
The Education and Labor Committee approved President Johnson's $1 billion school aid bill to support both public and parochial schools. Despite Republican opposition, Democrats pushed the measure toward a late month House vote, with much of the funding aimed at serving low income districts and extending aid to parochial schools.
In a heavy assault at two points in North Vietnam, more than 160 U.S. Air Force and Vietnamese war planes attacked targets at Quang Khe and Xom Dang. Officials reported four or more planes shot down with pilots unhurt among some crews missing. The operation, the heaviest to date, followed by stronger Saigon and Washington rhetoric about continuous aggression across the 17th parallel.
