Carr Advocates Creative Federalism in State Action
San Antonio AP Carr, attorney general and the Democratic nominee for U.S. Senate, told the State Bar Association that grievances against Washington are many but states err when they fail to act or cut programs. He said Texas seeks Johnson’s concept of creative federalism, a partnership of mutual trust where states plan for growth and assume broader duties in government.
