The Office of Refugee Resettlement says it shields locations and names of shelters for privacy. In Texas 4000 unaccompanied children resided in one of 32 shelters as of May, with 955 in the Houston area. Texas records show 435 health and safety violations, 139 high severity and 166 medium high, at facilities in recent years. Local residents criticize the center as unsafe and unmarked, noting runaways and poor communication with authorities.
