Senate rejects flag banning amendment
The Senate failed to approve a constitutional amendment to ban flag desecration by 66 votes to 34, one vote short of the two thirds needed to send it to the states. Sponsored by Sen. Orrin Hatch it would prohibit desecration of the U.S. flag, a measure in response to Supreme Court rulings deeming flag burning protected free speech. Supporters called the flag a national monument. opponents warned it would curb free speech.
