Pasadena Busing Plan Desegregation Split
The Pasadena school district split into four ethnic zones for busing in 1970, eliminating black majority schools among 35. From 1970 to 1974 white enrollment fell 37 percent while black and other minority enrollments rose 10 and 31 percent respectively. By 1974 five schools had black majorities from 51 to 80 percent. Justice Rehnquist said the order overstepped authority by mandating annual attendance-zone readjustments as racial composition changed naturally, citing the 1971 landmark desegregation ruling.
