A Texas deregulation study finds residential customers in deregulated markets like Houston paid 22 percent more per kilowatt hour in October 2004 than in December 2001, while those in noncompetitive areas rose 10 to 13 percent. The report cites fuel charge methods, especially gas-based pricing, as a key factor behind the higher costs under competition.
