Garth and Independence traffic light eyed with funding plan
Interim city manager Bob Leiper outlined a plan to fund a Garth and Independence traffic signal via a Tax Increment Reinvestment Zone along I-10 near San Jacinto Mall. The rest of the 150000 dollars would come from an interlocal agreement with the Municipal Development District, after mall opposition and earlier hopes for mall funding faded. Baytown ramp project moves forward with 90 day start plan
Ramp commission must award the contract at its December meeting with construction to begin within 90 days. The project, described as a team effort by Smith, Baytown Mayor Stephen DonCarlos, and District 4 Councilman Don Murray, aims to ease traffic and improve evacuation routes by building an above ground flyover ramp over the ship channel. Funding relies on federal and state sources, roughly 80 percent federal and 20 percent state matching funds, after diversions from a Port of Houston Authority rail project. The half mile ramp, to be built by TxDOT, will reduce intrusion at the intersection and may use Airhart Drive as a detour. No additional right of way is required.
