Baytown largely escapes the region’s flooding as Liberty County and areas north west suffer widespread rain-induced inundation. Emergency manager Bill Vola credits geographic position on a bluff, multiple waterways, and ongoing storm water upgrades for Baytown’s relative protection. The city is not in a flood basin.
Heavy rain over southeast and central Texas began to lift Saturday but flood emergencies near the Gulf Coast worsen. Army investigators press forward after a Fort Hood training incident left a 20 ton transport truck washed away by floodwaters, nine soldiers dead. An unofficial recount Friday confirms Briscoe Cain will be the Republican nominee for Texas House District 128, defeating incumbent Wayne Smith by 23 votes.
