Also a 7 30 p.m meeting at 1300 Main for better city government, and a Kiwanis noon meeting at the Tower to hear 1969 Humble Football Highlights with Ike Hart as June program chairman. SGT Paul G Rocha receives the U S Air Force Commendation Medal at Phan Rang AB Vietnam. Swinford Clair Wilson earns a DDS from Baylor Dallas May 26.

Supt. Johnny Clark proposes two new deputy superintendent posts for 1970-71 with one focused on program development planning and research offsetting costs by merging federal programs. The plan also includes abolishing the federal programs office and launching a development program with UH and UT, combining an internship and apprenticeship path for leadership growth.

Baytown Harlem Elementary faces desegregation scrutiny after a Houston federal ruling. Supt John Clark says Harlem’s current mix reflects de facto segregation from housing patterns, with 339 pupils in grades 1-5 and about 28 Negro students. A regional HEW office seeks a new 1970 71 plan.
2 Baytown engineers received honors at the spring awards dinner of the Society of Professional Chemists and Engineers at the Bayshore Rod Reel and Gun Club. M. T. Waddell won the Civic Achievement Award for outstanding civic and charitable contributions, while G. W. Chambers earned the Professional Progress Award for notable professional work including a mosquito larvicide patent. Chambers, a longtime Esso Research and Engineering Co. employee, holds BS and MS degrees from Texas A&M and is active in multiple societies. Waddell is a Bayshore Rod Reel and Gun Club charter member and has shaped regional environmental and pollution-control initiatives.
