Baytown Council weighs new districts and 2011 budget
Baytown officials debate proposed new council districts in a work session and set a public hearing for August 11. The council also reviews City Manager Bob Leiper’s 2011 2012 budget with a 5 percent rise, largely unchanged aside from higher payroll costs and two detective positions. No tax increase is planned unless capital programs raise limits. Any such rise would be limited to 5 cents per 100 dollars of property value, subject to voter approval from a 2007 measure. Consultants present districting plans to equalize district populations amid northward growth, with Justice Department review typically capped at 10 percent.
