Federal Reserve Study Urges Broad Discount Window Access
A four-member board and four district bank presidents propose opening the discount window to far more banks and allowing more automatic borrowing. The plan would let member banks borrow within strict capital limits and adjust the discount rate weekly to track money market rates.
