Sept 11 panel calls for overhaul after failure to thwart al Qaida
The Sept 13 commission chair Tom Kean says the United States failed to recognize al Qaida threats before the 2001 attacks due to Cold War era thinking. The final report criticizes insufficient responses while not assigning blame to Bush or Clinton. Members warn the threat remains and urge action. Bush and Kerry respond with varied remarks on recommendations and disputes.
