Baytown City Council meets at 5 p.m. Thursday to study the final draft of an ordinance providing community television. City Manager Fritz Lanham said it is a special meeting and no other items are on the agenda.
Weather reports show hot and clear conditions with a 76 to 96 degree range, plus 71 to 97 degrees on Wednesday, and a dawn S-degree reading at the Sun weather station. Galveston tides Thursday forecast include low at midnight and high at 7:42 a.m., 1:24 p.m., and 5:36 p.m. Local notes mention Becky Hall and Vicky Vaughn with aching feet after Six Flags, Sherry Bramlett visiting from UT for summer term, Laura Ashby and friends attending Camp Agnes Arnold next week, Jane and Bob Griffin visiting from Tulsa, S. W. Fox hospitalized, and several families on vacation or hosting events in Baytown.
Harris County plans a mechanized mail out system for 1967 voter registration under Tax Collector Carl S. Smith. The program, using data processing machines, aims to save about 50 000 by reducing human handling and printing updated forms for 476 000 last year’s registrants.
George D. Kendrick 33, of Baytown, died Wednesday afternoon after a car he rode in struck a culvert near Dayton. The vehicle, driven by Leon J. Thibodeaux 45, of Baytown, was en route to a lake when Thibodeaux lost control while passing a car and house trailer. Kendrick died en route to Dayton Memorial Hospital. Thibodeaux was treated and released. Kendrick, a Coastal Armature Works employee from Carbon Hill Alabama, had lived in the area six years. Survivors include his father, brother Paul Kendrick, two sisters, four brothers, two grandsons, and other relatives. Funeral services set for 4 p.m. Friday at Earthman Baytown Chapel. Interment Cedar Crest Cemetery.
Corpus Christi AP report cites Clay ton Mann commander of the Texas American Legion who criticizes Houston draft practices. Mann questions drafting married men over bachelors and calls for overhaul to correct the situation as he attends the state convention in Corpus Christi. The national draft system is said to be adequate and fair to most young men.

North Viet Nam air defenses downed three more U.S. aircraft, including a radar ship with electronic gear, as American pilots dodged missiles and sighted MiGs. An RB-66 reconnaissance plane was reported lost, along with two F-105 Thunderchief fighters. Eight airmen were listed as missing, with seven American planes struck down this week and broader combat casualties easing in the prior week.

Baytown Chamber luncheon Friday will hear Ends B Cape discuss the Trinity River project and its impact on the Baytown area. The program is led by the chamber water resources committee with Doc Satterwhite chairing and members Perry Britton and Lowell Lammers. The plan envisions river navigation, conservation, flood control, and recreation from Dallas area to Anahuac Liberty. Federal funds and surveys are underway with a saltwater barrier proposed at Wallisville and a Corps of Engineers branch office in Anahuac. The Greater Baytown Houston area expects benefits including ample water for people and industry for years. The luncheon is at noon at Holiday Inn.

Gov John Connally spoke on pollution control in Houston pledging to meet a mid 1967 federal deadline. He argued Texas must balance industrial growth with air and water quality and predicted a funded program shared by local state and federal governments. He noted municipalities must spend about 906 million dollars and industry will bear its share while violators are prosecuted.
