New state law targets copper thefts across Baytown area
A statewide scrap metal rule taking effect September 1 tightens records and requires immediate registration for metal buyers. The measure, led by Baytown Representative Wayne Smith, responds to rising thefts of copper from utilities and public spaces including highway lights along Interstate 10, schools, churches, and businesses, amid fears of safety risks and service disruption. The law aims to curb out-of-town trafficking and curb epidemic metal thefts by collectors and dealers. SEE METAL PAGE 3A
