In 1928 bodies were exhumed from a burial site and moved to a battlefield for reburial. Victor De Zavala demanded the graves be returned to their original state, vowing the family’s access. His descendants have long sought state action to honor a verbal promise to maintain the cemetery for their access and respect. An inscription on a marble headstone laments the loss of a loved one amid driftwood and decay at the cemetery.
